Grant funds may not be used for the following:

• Construction or infrastructure activities

• Purchases made prior to the grant

• Prior debts

• Military equipment

• Surveillance equipment

• Commodities and services for support of police and other law enforcement activities

• Abortion equipment and services

• Luxury goods and gambling equipment

• Weather modification equipment

• Pesticides

• Fertilizers

• Pharmaceuticals

• Contraceptives

• Medical equipment

• Items purchased in Cuba, Iran, North Korea, or Syria

• Mobile phones

• Infrastructure equipment - (router, 4G router, switch, hub, server, firewall, encryptor), RSA software tokens (SecurID)

• Video surveillance equipment

• Equipment for use with ISPs - fiber optic routers, wifi internet routers

• Any item including “Covered Telecommunications Equipment or Services” (ESTC). ESTC as defined in Pub. L. 115-232, Article 889

Note: IT equipment including software or hardware not listed above will be examined on a case-by-case basis.
